Information on the Work Carried Out by the Trade Union Committee of Employees and Students of Bukhara State University During 2018
During 2018, the Trade Union Committee of Employees and Students of Bukhara State University carried out a number of specific activities. The Trade Union Committee monitored the proper implementation of labor legislation within the team, as well as the correct and timely review of applications and appeals submitted by employees. It assisted in improving employees’ legal literacy on the most pressing issues of legal and market relations. Employees were also assisted in obtaining employment according to their profession, specialty, qualification, and employment contract.
A six-day workweek is established at BSU. For all employees (except those on duty), Sunday is considered the general day of rest. Wages were paid twice a month. The salaries of all employees (70), in the amount of 100%, were transferred to their plastic cards. In 2018, no wage arrears were observed at the university. When tariff rates and official salaries were increased across the university, employees’ wages were recalculated and paid according to the new tariff for all working days in the relevant period. The university had a total of 14 disabled professors, teachers, and employees, of whom 10 received a 100% pension and 4 received a 50% pension. The performance of employees’ labor duties was ensured in accordance with employment contracts, job descriptions, and the University Charter. In 2018, the university rector and the Trade Union Committee awarded nearly 600 professors, teachers, workers, and staff members with certificates of honor and letters of appreciation.
During the reporting year, there were no cases of injury to health or death related to the performance of employees’ labor duties. At the university, permanent monitoring was established by labor protection representatives and commission members to ensure that all employees complied with occupational safety rules and instruction requirements. Control was exercised over the condition of labor protection and the implementation of the labor protection agreement. Based on the results of inspections conducted by the labor protection representative and commission, the timely implementation of proposals given by хозяйственные leaders to department heads was constantly monitored.
The employer was required to eliminate the existing shortcomings in workplaces, especially problems related to labor protection and technical safety, and appropriate measures were taken accordingly. The Trade Union Committee protected the labor rights of its members. Among trade union members, explanatory and organizational work was carried out in each department aimed at strengthening labor discipline, and measures were taken to prevent situations that could lead to conflicts. In order for the labor protection representative to perform public oversight duties, the administration created the necessary conditions and allocated him at least 2 hours per week during working hours, while preserving his average salary.
In implementation of the provisions of the State Program “Year of Supporting Active Entrepreneurship, Innovative Ideas, and Technologies”, festive events were organized on the occasion of the 26th anniversary of the Armed Forces of Uzbekistan and January 14 – Defenders of the Motherland Day, with the participation of elderly male professors, teachers, and workers who had worked in the university and in the community, and they were awarded commemorative gifts.
On the occasion of the 29th anniversary of the end of military operations against international terrorism and religious extremism in Afghanistan, 7 internationalist veterans working at Bukhara State University were awarded valuable gifts by the university Trade Union Committee.
The Trade Union Committee used the existing legal and regulatory framework to further improve the protection of the social rights and guarantees of young employees. Targeted work was carried out to ensure compliance with the minimum age for employment and to prohibit the worst forms of child labor in accordance with Conventions No. 138 and No. 182 of the International Labour Organization.
On the occasion of September 1 – Independence Day, visits were made to homes for the elderly and disabled. School supplies worth a total of 2 million UZS were provided to children from 50 low-income families. October 1 – Teachers and Mentors Day was widely and worthily celebrated among sector employees. In recognition of their hard and effective work and their significant contribution to achievements in the education system, professors, teachers, veteran employees, and mentors working at the university were shown respect and appreciation and were awarded valuable gifts and certificates of honor.
On the occasion of December 8 – Constitution Day in the reporting year, a roundtable discussion entitled “Our Constitution is Our Pride” was organized. In order to widely explain the goals and objectives of the State Program “Year of Supporting Active Entrepreneurship, Innovative Ideas, and Technologies” among all segments of the population, broad explanatory work was organized in the following ways. Special sections dedicated to 2018 – the Year of Supporting Active Entrepreneurship, Innovative Ideas, and Technologies were established in university publications.
A separate section was created on the university website, and articles on 36 events were published there. A program for 2018 was developed. Under the 13 items of this program, 46 events were held. Participation of 6,850 students and 870 professors, teachers, and staff members was ensured in these events.
In the collective agreement concluded between the BSU administration and the Trade Union Committee for 2017–2019, matters consisting of 15 sections and 174 clauses were reflected for the purpose of protecting the socio-economic, legal, and intellectual interests of 9,610 members, including professors, teachers, staff, and students. The collective agreement defined the obligations of the parties regarding working time and rest time, employment guarantees, wages, social benefits and guarantees, labor protection, labor privileges, cultural-educational events and sports-health activities, regulation of women’s labor, and additional benefits and guarantees for youth. On November 16 of the current year, amendments and additions were made to the Collective Agreement for 2017–2019 at an expanded meeting of the staff. These additions were aimed at increasing the university’s ranking and scientific potential, as well as providing social support to members.
During the reporting year, 205 employees underwent medical examinations in 9 areas at Family Polyclinic No. 11 in the city of Bukhara. For these medical examinations, 31,000 UZS was spent per employee, totaling 6,355,000 UZS.
Under the leadership of the university Trade Union Committee, there were 9 full orphans, 65 disabled students, as well as 8 professors/teachers living alone, 12 disabled employees, 127 low-income students, and 67 low-income employees, who were materially and morally supported every quarter by the administration and the Trade Union Committee. In the student dormitory, places were allocated for 1,500 students with an annual fee of 664,000 UZS. On four occasions — March 8 (International Women’s Day), March 21 (Navruz), May 9 (Day of Memory and Honor), and October 1 (Teachers and Mentors Day) — three-generation meetings and sponsor-hosted meals were organized. On the eve of May 9 – Day of Memory and Honor, sports competitions in mini-football, table tennis, and checkers were held with the participation of university professors, teachers, and staff. The winners were awarded diplomas and valuable gifts from the Trade Union Committee. All events and holidays established in the Republic of Uzbekistan were widely celebrated within the team. At the expense of the university Trade Union Committee, on the eve of the start of the 2018 academic year, in honor of the 27th anniversary of the Independence of the Republic of Uzbekistan, 50 sets of school supplies worth 40,000 UZS each, totaling 2 million UZS, were provided to the children of professors, teachers, and staff from large low-income families studying in general education schools. On the occasion of December 3 – Disabled Persons Day, 75 students were given financial encouragement in the amount of a scholarship with a coefficient of 0.5.
During the reporting year, 26 vouchers were purchased using 10% of trade union funds, of which 18 were allocated for the treatment of employees’ parents. In addition, 26 vouchers were purchased from the trade union’s social insurance funds, of which 2 were provided free of charge under the State Program to a privileged low-income sick woman and a participant of the Afghan war. Out of all the vouchers received, 20 were allocated for women’s health improvement. Material assistance totaling 25,428,600 UZS was provided throughout the year to economically disadvantaged employees and employees whose families had experienced bereavement. 24 million UZS was allocated for cultural events, sports events were organized, and active members were encouraged.
In order to implement the clauses of the collective agreement concerning labor protection, training seminars were held throughout the year in constant cooperation with specialists from the labor protection and technical safety department, and requirements and official reports were regularly completed.
The Trade Union Committee protected the labor rights of its members. It ensured the timely elimination of existing shortcomings at workplaces. Measures were taken to ensure that the employer brought workplaces into compliance with labor protection, safety, and sanitation requirements. By organizing public oversight over labor and living conditions at the university, the Trade Union Committee carried out explanatory and organizational work among its members aimed at strengthening labor discipline and took measures to prevent situations that could lead to conflicts.
A subscription was arranged for 24 copies of the “Ishonch” newspaper and 8 copies of the “Ishonch-Doverie” newspaper of the Federation of Trade Unions for 2019. In accordance with ILO Convention No. 135 on “Protection and Facilities to be Afforded to Workers’ Representatives in the Undertaking”, as well as Clause 12 of the Regulation on the Labor Protection Representative, registered by the Ministry of Justice of the Republic of Uzbekistan on December 18, 1995 under No. 196, the following categories of employees are recognized as Workers’ Representatives for the purposes of this Agreement: 10 elected shop-floor trade union members and 3 labor protection representatives at BSU.
By commissions that monitor the implementation of the collective agreement — namely:

Personnel and Organizational Issues,
Socio-economic and Legal Protection Issues,
Cultural-educational, Physical Education, Sports, and Health Improvement Issues,
Disposal of Material Assets — a total of 7 commissions were formed. An inspection of the implementation of this Agreement was conducted once a year. Employees were familiarized with the text of the collective agreement and its annexes in the BSU personnel department, the labor protection, payroll, and legal departments, as well as in the Trade Union Committee.
In the reporting year (2018), the university Trade Union Committee organized a pilgrimage for 50 members of the university Trade Union Committee to the “Seven Pirs” sacred sites across Bukhara region. In cooperation with the university administration and the Trade Union Committee, a trip to the historical monuments of Khiva city in Khorezm region was also organized with the participation of 48 professors, teachers, and staff members.
In order to hold the 2018 New Year tree celebration at the university in a festive spirit, tickets were purchased for 900 children of a group of employees to attend the New Year puppet show at the Bukhara State Puppet Theater. On the eve of the holiday, a total of 300 New Year gifts were purchased for the children of professors, teachers, and staff members.
